  • CANSM successfully held the First International Symposium on the Development of Natural Science Museums under the Belt and Road Initiative

    "Those with the same ideals think nothing of a long and arduous journey." November 27-28, 2017 marked the grand opening of the First International Symposium on the Development of Natural Science Museums under the Belt and Road Initiative, hosted by CANSM and co-organized by CSTM and SSTM (Shanghai Science and Technology Museum), for the purposes of actively responding and implementing the Belt and Road Initiative put forward by the country, and realizing the interconnection and interworking of science popularization institutions in those countries along the routes of the Belt and Road Initiative. The conference participants include 44 curators and directors of 24 science popularization venues and institutions from 22 the Belt and Road countries, more than 130 Chinese curators and directors of 74 science popularization venues and institutions from 8 categories including Natural History Museums, Science & Technology Museums, Planetariums, Land & Resources Museums, etc, as well as 15 science popularization enterprises. Centering on the theme of " Collaborative Sharing and Reciprocation: Towards the Co-construction of a Silk Road for Science Communication", all attendees jointly negotiated the vision of long-term cooperation between science museums along the Belt and Road countries and regions, and discussed together the strategy of building a community of shared future for science popularization institutions in countries involved in the Belt and Road Initiative.

    The opening ceremony of this Symposium was held at the report hall of CSTM at 9 a.m. on December 27, 2017. Delegates attending the opening ceremony include Huai Jinpeng, Secretary of Party Committee, Executive Vice Chairman and Major Secretary of the Secretariat of CAST (China Association for Science and Technology), Xu Yanhao, Deputy Secretary of Party Committee, Vice Chairman and Secretary of the Secretariat of CAST, Dr. Yoslan•Nur, representative of the Science and technology Policy and Capacity Building Branch of UNESCO Natural Science Department, An, Laishun, Vice Chairman of ICOM (International Council of Museums), Gao Ping, Director of Department of International Cooperation in Science & Technology, Ministry of Land and Resources, Guo Guangsheng, Director of Beijing Academy of Science and Technology, and other leaders, as well as some embassy officials from the Belt and Road countries and regions, relevant departments and institutions of CAST, comrades in charge of conference guidance units, related associations and other units, representatives of conference cooperation & sponsorship units, media in Beijing, and some science popularization enterprises. The opening ceremony was presided over by Cheng Donghong, Chairman of the Conference and Director-general of CANSM.

    At the opening ceremony, Cheng Donghong expressed sincere thanks and warm welcome to all leaders and distinguished guests. She said that it would be the common goals and mission of science popularization institutions around the world to provide the public with experiences and services of science and culture, promote dialogues and understandings between different cultures and civilizations through the use of the common language of science and culture, and help all citizens and society as a whole to maximize their potentials. By upholding this mission, the First International Symposium on the Development of Natural Science Museums under the Belt and Road Initiative, will provide the best opportunities for scientific cooperation, cultural exchanges, personnel communication and reciprocity of resources for science popularization venues and other in-depth cooperation.

    Huai Jinpeng, on behalf of CAST, extended warm congratulations to the commencement of this conference. He said, "CAST have also been exploring to push forward the sharing and reciprocation of science popularization resources, promote a win-win situation among science popularization institutions along the Belt and Road countries, drive the sustainable development of science and culture, and promote the implementation path to the progress of human civilization....... I'm delighted to see that CANSM and its member units will separately sign the cooperation agreement with 11 science popularization organizations and venues along the Belt and Road countries in this Symposium, and I think that it is a good beginning for in-depth cooperation between and among science popularization institutions across countries." By taking the opportunity of this opening ceremony, Mr. Huai also declared that CAST would rely on the platforms of "Science Popularization in China "and "China Digital Science & Technology Museum", integrate exhibits, educational activities, science popularization films and other resources, establish the science popularization database, and offer free-of-charge access for science popularization institutions along the Belt and Road countries.


    "Accumulation of Collective Wisdom & Formation of Combined Strength" serves as one of the key outcomes during this Symposium. The signing ceremony of " Sharing and Reciprocation of Science Popularization Resources" held on the morning of the 27th marked an important measure for CANSM's further study and implementation of the spirit of the 19th National Congress of the Communist Party of China, and exploration into the implementation path of China's science popularization institutions for the services, guidance and construction of "Human Destiny Community". On the basis of one-year-long sufficient communication, CANSM and its member units (CSTM, China Geology Museum, SSTM, Beijing Natural History Museum and Beijing Planetarium) separately signed 11 framework agreements on comprehensive cooperation or agreements on " Sharing and Reciprocation Plan of Science Popularization Resources" with key science popularization institutions or agencies from Russia, Myanmar, Australia, Canada, Uzbekistan, Greece, Serbia, Thailand, Mexico, Malaysia and other countries. Signatures were witnessed at the rostrum by Mr. Huai Jinpeng, Mr. Xu Yanhao, Ms. Cheng Donghong, Dr. Yoslan•Nur, Mr. An Laishun, officials from Embassies in China dispatched by the host countries where signatory science popularization institutions are located. The signing of these 11 agreements can be deemed as a positive signal transmitted by China's science popularization institutions to the world for the joint efforts made in the construction of the Belt and Road and coordinated creation of a large platform for science communication, embodying all participating parties' firm confidence in the prospect of building a mechanism of science communication featured with mutual benefit and sharing, as well as the ardent expectation for a win-win situation through cooperation.

    After the completion of opening ceremony, a keynote report meeting was held. Wang Xiaoming, Chairman of the Program Committee of this conference, Vice President of CANSM, and curator of SSTM, presided over this report meeting. Dr. Yoslan•Nur, An Laishun, Vice Chairman, and Cheng Donghong, director-general, respectively delivered three keynote speeches, including Potential Contributions of Natural Science Museum to 2030 Agenda for Sustainable Development under the Belt and Road Initiative, Museum as the Frontier Laboratory of Our Shared Humanistic Spirit, and Compliance with the General Trend, Be Bold to Play a Role and Joint Initiation of the Bright Future for Development in Science popularization institutions under the Belt and Road Initiative.

    On the afternoon of the 27th and the morning of the 28th, Yin Hao, Chairman of the Conference Organizing Committee and Curator of CSTM, and Ou Jiancheng, General Secretary of the Conference and Deputy Curator, successively presided over the forum on development of science popularization institutions under the Belt and Road Initiative. Representatives of science popularization institutions and agencies across countries also discussed about the developments of natural science museum, including exhibitions of characteristics and current situation of design and development, situation and characteristics of educational activities and the interactions with surrounding communities and schools, management and operation model of venues, planning and visions of development, difficulties and challenges encountered in the venue developments, suggestions on the exchange and cooperation of science popularization institutions under the Belt and Road Initiative, and other themes. On the evening of the same night, based on repeated discussions and exchanges of opinions over the past few months, participating representatives further studied and discussed the Beijing Declaration and proposed that "the Declaration must focus on the goals as advocated in the Belt and Road Initiative, and specific follow-up measures and projects must made available "and other constructive comments and suggestions. At the same time, it also added such specific provisions as that "the Declaration is open to those countries that accept the aim of "B &R" Initiative in accordance with the spirit of being open and inclusive, making good preparations for drawing on collective wisdom and absorbing all useful ideas prior to its official release. On the noon of the 28th, based on the full discussion and consensus, all participating representatives across countries adopted the Beijing Declaration featured with joint discussion on cooperation, joint construction of platform, and sharing of achievements. It became the biggest achievement and highlight of this meeting.

    In addition to the main venue at CSTM, this Symposium also comprised three parallel conferences with different themes at China Geological Museum, Beijing Natural History Museum and Beijing Planetarium. Centering on three special themes, including "Mission and Responsibility of Science and Technology Museums in the New Era", " The Future of Natural History Museums: Collection, Exhibition, Education and Technological Advance " and " Educational Activities and Show Production in Science and Technology Museums ", representatives both at home and abroad carried out extensive and detailed professional discussions from different perspectives, so as to achieve the trend characterized by genuine docking of venue strategy, personnel complementary advantages, resource integration and linkage, and sharing of science popularization achievements, and reach the science communication vision of science popularization institutions under the Belt and Road Initiative featured with "Walk steadily and benefit the future".

    From November 27-30, a small exhibition attached to the conference was arranged and more than 30 venues, institutions and enterprises from home and abroad participated in this exhibition. During the exhibition period, it will effectively promote the development strategy of "Going Global" for domestic science popularization museums and enterprises, provide propaganda and promotion opportunities for venues along the Belt and Road countries, and promote their mutual sharing, exchange and cooperation in exhibition resources and other relevant fields. During the exhibition, Mana Salyan, Armenian Ambassador to China made a special trip to visit and participated in some Symposium activities. CSTM exhibited a series of high-quality science popularization exhibits resources, as well as a full set of "China Mobile Science & Technology Museum" and science popularization caravans, receiving widespread concerns from participating representatives across countries. Previously, as part of the exhibition attached to this conference, the "Ancient Greek Technology and Art Exhibition" co-sponsored by CSTM, Heraklion Museum in Greece and Ancient Greek Science &Technology Research Institute, was opened in the short-term hall of CSTM, becoming the best testimony to the exchanges between the two civilizations of China and Greece, and also the friendship & cooperation between the people from both countries.

    At the end of this conference, representatives from abroad took the high speed train to go to SSTM and Shanghai Natural Museum for professional investigations and visits.

    The Belt and Road Initiative, proposed by China, is a road of cooperation and development featured with mutual benefit to the world and win-win situation. As commented by participating representatives from abroad, each of venues in the development of science popularization institutions under the Belt and Road Initiative will be winner. As the sponsor of this Symposium, CANSM follows the rich connotation of the Silk Road spirit as interpreted by General Secretary Xi Jinping in the Belt and Road International Cooperation Summit Forum, constantly upholds the concept of going in company, borrowing strength from each other, working hand in hand,facing challenges and achieving common development and progress with science popularization museums, institutions, enterprises and other social forces along the Belt and Road countries, consistently believes the practices of sticking to correct position, keeping right track, getting rooted in history and facing the future, takes a solid first step and conducts useful explorations and attempts in terms of jointly depicting the new prospects of science communication, science popularization, venue construction and development, jointly planning out the strategy for the construction of Silk Road of science communication, and jointly creating a future of mutual benefit along the Belt and Road countries. In the future, this Symposium mechanism will continue for a long time, so as to inject vitality into promoting the construction of science popularization institutions and development of science and culture along the Belt and Road countries.
